PROJECT OVERVIEW
Project Description
Windham Exempted Village Schools is requesting proposals for new home bleachers at the football field.  The new bleachers are to be installed in the same area as the existing bleachers, Existing bleachers will be removed by  the owner. A 6" compacted gravel base will be in place. 

Proposals must include new elevated home bleachers.  Elevated bleachers must be approximately 30" above grade. Owner is looking for proposals that address the following:

1.    Bleachers that are 10 rows high.
2.    A total length of approximately 132' (4 33' sections)
3.    ADA compliant seating for at least 33' of the total length with corresponding ADA ramps on the East end.
4.    Fencing as required by code.
5.    Wind/Rollover protection as required by code.

All seating must be in compliance with and meet or exceed the enclosed specification standards.

Proposals for bleachers in standard length of 33' with 10 rows that can be adjoined will be considered.

Proposals must include complete design and construction in complete compliance with all Ohio Building Codes, all required permits and plan review, and all required inspection fees required for occupancy. 

All bidders are encouraged to visit the site and sign in at the district office.

Bleachers must be installed and ready for occupancy by August 24, 2015.

Proposal Requirements
To be considered for selection, the following information must be submitted. Proposals must be submitted in a sealed envelope by the above noted response deadline to the above noted address.

1.  Table of contents
      A. Include a clear identification of the material by selection and by page number. Number all proposal pages that follow the Table of Contents.

2.  Letter of Introduction
     A. Briefly describe the firm, the name, address, email, and phone number of the contact person as well as a summary of the respondent's understanding of the scope of services and the overall approach to the scope of services.  This letter should indicate features, skills and/or services which distinguish the firm and state why your firm believes it to be the best qualified to perform these services. Describe the firm's management philosophy and style in providing services to public sector clients.  Indicate if any conflictsof interest exist or could arise for the School.

3.  Statement of Propesed Work
    A.  Product Description and cost
    B.  Provide complete engineered design drawings of improvements to bleachers including seating layout and seat count.
    C.  Schedule of work

4.    Statement of Qulaifications
    A.  Provide Bid and Performance Bond for full cost of proposed work
    B.  Provide insurance certificate and Certificate of Liability Insurance Certificate (ACORD Format)
    C.  Identify contracts the firm is currently undertaking of a similar nature (i.e. Bleachers and Grandstands) and has undertaken in the past (3) years and describe the type of services provided under each contract.

5.     Personnel and Allocations of Resources
     A.  Provide the names, title, experience, and qualifications of personnel who would be assigned to provide direct services to the school.
     B.  Provide the office location that would be servicing the school and staffing level at that office.

Award Criteria

1. Windham Exempted Village Schools reserves the right to award a contract generated from this RFP to the respondent who presents a proposal that best meets the specifications as listed herein and represents the most beneficial procurement method as determined by the District.

2.  The award will be made by the District's RFP EvaluationA.  Committee and shall be based on the respondent's qualifications including, but not limited to the following: references, knowledge, interpretation of the District's needs, and experience with similar projects. Proposals will be evaluated on the basis of the following criteria;

A.  Experience and Qualifications of the Proposal (50 points) - Consideration will be given to firms (including the individuals assigned to the project) demonstrating strong capabilities, experience and reputation in undertakings similar to those described in this RFP.

B.  Proposal Completion (25 points) - Proposal responses will be evaluated on completeness, clarity/accuracy of the information requested, technical approach, and proposal presentation.

C.  Cost and Financial Terms (25 points) - Consideration will be given to proposals that present the most cost efficient terms to the District.

3.  The District reserves the right to waive any minor deviation in proposal responses received when such waiver is in the best interests of the District, and reserves the right to modify any requirements, terms or conditions as outlined in this request for proposal (RFP) when such modifications(s) is in the best interests of the District.

4.  Proposals will only be accepted from thoroughly competent, experienced and financially qualified firms or entities as determined solely by the school. Respondents are responsible for submission of accurate, adequate and clear descriptions of the information requested. Omissions, vagueness or inaccurate descriptions or responses shall not be interpreted in favor of the bidder and shall be grounds for bid rejection.

5.  This document is not an offer to contract, but is an RFP as defined herein, to satisfy specific user requirements of the District. Neither the issuance of the RFP, the preparation and submission of a response, nor the subsequent receipt and evaluation of any response by the District, will commit the District to award a contract to any vendor even if all of the user requirements in the RFP are met. The District may modify these requirements in whole or in part. Only the execution of a written purchase order will obligate the District in accordance with the terms and conditions contained in such contract.
